From Land to Build-Out: The Financing Stages
A development moves through stages, and the financing changes at each one. Knowing what each stage needs helps you line up the capital and avoid surprises along the way. Here is the path from raw land to a finished, financed project.
The Financing Stages
- Land Acquisition. Financing to buy the site. Lenders weigh the location, the zoning, and your plan, and usually expect more equity on land than on a finished property.
- Pre-Construction and Soft Costs. Design, permits, approvals, and servicing (bringing roads, water, sewer, and utilities to the site). These come largely from your equity before the build begins, and they shape the budget everything else is measured against.
- Construction Draws. Funds are advanced in stages as the build progresses, with each draw confirmed by an inspection or appraisal before it is released.
- Completion and Holdbacks. The build is finished and occupancy is granted. A portion is held back under provincial construction-lien rules and released once the lien period passes.
- Take-Out and Stabilization. Once the project is sold or leased up (filled with paying tenants), the construction financing is repaid, usually by the sale or by refinancing into longer-term financing. Converting to a term mortgage is the exception on development, not the rule. This is the exit the whole plan is built around.
Each stage has its own requirements and its own risk. Picture a small Halifax-area infill project: buy the lot, cover permits and servicing from equity, draw through construction, then refinance or sell once the units are leased up.
